 Force keyframe only for first packet of a stream 
When there is more than one packet of overlap in a continued stream, do
not force the second overlapping packet to be a keyframe unless it will
also be reused as the first packet of another stream.  Also if there is
at least 80ms of overlap using only one overlapping packet, do not add
another overlapping packet, since 80ms should be sufficient for
convergence.

Libopusenc

The libopusenc libraries provide a high-level API for encoding .opus files. libopusenc depends only on libopus.

The library is in very early development. Please give feedback in #opus on irc.libera.chat or at opus@xiph.org.
